Decommissioning safety analysis report is now available

During the decommissioning licensing of SE Ignalina Nuclear Power Plant (hereinafter - INPP), a Decommissioning Safety Analysis Report was prepared. It is made available to the public for proposals. This requirement applicable to economic entities is specified in the Nuclear Safety Requirements No. BSR-1.1.5-2017 "Description of the Procedure for the Organization of Public Participation in Decision-Making in the Field of Nuclear Energy".

The objective of the INPP Decommissioning Safety Analysis includes providing support in selecting a decommissioning strategy, preparing a decommissioning plan and related specific decommissioning measures, and confirming that the exposure of workers and the public complies with the ALARA principle and does not exceed established limits or restrictions.

Safety is described by quantitative criteria (for example, the limit value for the release of radionuclides into the environment, maximum permissible dose of ionizing radiation that can be received by workers and the public, probability of an accident, etc.). The safety analysis consistently and systematically assesses the consequences of the activities carried out at the nuclear power facility in accordance with the established safety criteria. If the safety assessment determines that the limit values will not be exceeded during normal operation and in the event of an accident, safety is justified. Otherwise, measures must be taken to improve safety to an acceptable level.

The decommissioning of the Ignalina NPP and, accordingly, the safety assessment covers several nuclear facilities operating under separate licenses: Units 1 and 2; solid radioactive waste storage facilities, buildings 155, 157, 157/1 (together with waste removal modules); liquid radioactive waste processing complex (bitumination and cementation facilities, liquid radioactive waste tanks). The decommissioning safety assessment is performed in the situation when all nuclear fuel has been removed from the INPP power units (it is planned to be completed in 2022).

The proposal must specify:

  • For natural persons – name, surname, address and contact details (phone, fax, e-mail address), indicating how they wish to receive a reply;
  • For legal entities – name, legal entity code, registered office address, name and surname of the representative, contact details (phone, fax, e-mail address), indicating how they wish to receive a reply;
  • If the tender is submitted by a person's representative – name, surname, address (if the representative is a natural person), name, legal entity code, registered office address (if the representative is a legal person), document certifying representation, person on whose behalf he applies and contact details (phone, fax, e-mail address), indicating how they wish to receive a reply.
